Transitional period 1945

In the period from May 8th to 14th, government affairs were carried out by the council members and the government delegation in Oslo ( Norwegian Rådmenn og regjeringsdelegasjon i Oslo ). In agreement between the leadership of the Hjemmefront and the government in exile, eight councils were appointed to lead the individual ministries until the government delegation from London arrived. The councils were:

Their task was primarily to establish the connection between the departments of the ministries and the government in exile and to adapt them to the system that existed before April 9, 1940. When the government delegation arrived on May 14, 1945, the councils became advisors to the ministers.

By royal decree of May 8, 1945, the following persons belonged to the government delegation:

  • Crown Prince Olav , regent until the return of King Haakon VII on June 7, 1945
  • Oscar Torp , chairman of the delegation and responsible for setting up the foreign policy, defense and government information ministries
  • Terje Wold , Deputy Head and responsible for setting up the Churches and Education Ministries and Justice
  • Sverre Støstad , responsible for setting up the ministries for social affairs and supply and reconstruction
  • Sven Nielsen , responsible for setting up the ministries for trade, labor and shipping
  • Paul Hartmann , responsible for setting up the ministries for agriculture and finance
  • Thore Boye , Secretary of the State Council
