He was Prime Minister of Norway from 1951 to 1955 and Chairman of the Norwegian Workers' Party ( Det Norske Arbeiderparti ) from 1923 to 1945.

From 1934 to 1935 he was mayor of Oslo. In 1935 he became Chief of Staff in the Ministry of Defense and in 1936 Minister of Defense in the cabinet of Johan Nygaardsvold . From 1936 to 1939 he served as Minister of Social Affairs and from 1939 to 1942 as Minister of Finance. In 1942 he was reappointed Defense Minister, now in the Norwegian government- in- exile in London . After the end of the war he was a member of the government delegation after the government in exile had returned from London, initially continued his work as defense minister, but after the elections in 1945 took over the post of transport minister, which he held until 1948.

He was elected to parliament ( Storting ) for the first time in 1936 , as a representative for Oslo. But since he held various ministerial posts, he did not take up his mandate until 1948 and became leader of the Labor Party.

When Einar Gerhardsen , who was also a member of the Labor Party, resigned in 1951, Torp was his successor. In 1955 Gerhardsen took over the office again and Torp became President of Parliament. He remained in this position until his death in 1958.
