The Regional Electricity Regulators Association of Southern Africa (RERA) is a sub-organization of the SADC states for the cooperation of their national electricity and energy regulators . The secretariat is located in Windhoek in Namibia .

aims

The purpose of this international organization is to harmonize regulatory policies, laws, standards and procedures and to ensure effective cooperation among the member states.

The Regional Electricity Regulators Association of Southern Africa (RERA) develops guidelines for cross-border electricity trading and investments in this sector among the member states and in this way sets framework conditions for the respective national regulatory authorities.

history

The organization was founded by the energy ministers of SADC on July 12, 2002 during a conference in Maseru .

The basis for their creation are agreements within the framework of NEPAD and several multilateral agreements:

  • SADC Protocol on Energy, 1996
  • SADC Energy Co-operation Policy and Strategy, 1996
  • SADC Energy Sector Action Plan, 1997
  • SADC Energy Activity Plan, 2000.

RERA formally commenced operations on September 26, 2002 in Windhoek. The organization was registered under Namibian law on October 3, 2003.

In the SADC Regional Energy Access Strategy and Action Plan of March 2010, the intention was declared to extend the remit of the RERA to other energy sources.
