Reinhard Noot (born August 14, 1726 in Elberfeld (today a district of Wuppertal ); † April 29, 1809 there ) was Mayor of Elberfeld.

Noot was born the son of the merchant and councilor Arnold Noot (1690-1735) and his second wife Anna Maria de Weerth (1697-1738) and was baptized on August 22, 1726. After the parents died early, his grandfather Werner de Weerth (1653–1738), mayor from 1705 and 1714, and an uncle took over the guardianship of the two brothers Reinhard and Johann Wilhelm Noot, who grew up in Düsseldorf after the death of their grandfather.

Noot went to Bremen in 1744 to pursue a commercial activity there. After eight years, he returned to Elberfeld in 1752 to start his own business there. He married his cousin Anna Maria de Weerth (1735–1781) on July 20, 1763, with whom he had five children, but three of whom did not come out of childhood. After marrying his cousin, he combined his company with the company of his cousin and brother-in-law Werner de Weerth to form the company "de Weerth & Noot". Noot was first proposed and elected mayor in 1764. In 1765 he became a city judge and in 1766, 1767 and from 1769 to 1772 a member of the council. Subsequently, he was from May 18, 1772 to April 24, 1804 lay judge of the city court.
