Johann Kaspar Eller (* 1727 in Elberfeld (now part of Wuppertal ); † April 17, 1796 there ) was mayor of Elberfeld.

Eller was born the son of the businessman Johannes Eller (1691-1765) and his wife Sara Ida Schüll (1697-1747) and was baptized on January 23, 1727. He himself married Maria Katharina Hoffstadt (1730-1809) from Düsseldorf on October 10, 1747 in Ronsdorf , with whom he had two children, including the mayor of 1780 Johannes Eller (1749-1814). He and his wife, like his parents and grandparents, belonged to the Zionites in Ronsdorf for a while, where they lived during this time. His father's brother, Elias Eller (1690–1750), founded this sect.

Like his father, Eller himself began as a merchant at the vicarie in Elberfeld and was a member of the Elberfeld City Council in 1761, of which he was a member until 1762. He was elected mayor in 1763 and was city judge the following year. After that he was again a council member from 1765 to 1768 and then from August 30, 1768 a lay judge at the city court.
