The travel document for foreigners is a passport substitute that is to be issued to a foreigner who demonstrably does not have a passport or passport substitute and cannot obtain one in a reasonable manner. The requirements for issuing such an identity card are regulated in Sections 5 to 11 of the Residence Ordinance.

There is no entitlement to the issue of a travel document for foreigners. It is always an individual decision that is only made in special exceptional cases. The scope of a travel document for foreigners generally excludes the home country.

Since January 1, 2005, foreigners are no longer issued a travel document as a passport substitute . Since then, the emergency travel document has performed a similar function as the travel document as a passport replacement .
