Resolution 1454 of the UN Security Council was on 30th December 2002 having regard to the resolutions 661 , 986 , 1284 , 1352 , 1360 , 1382 , 1409 and 1447 accepted.

Resolution 1454 reaffirmed the recognition of all member states to the sovereignty and territorial integrity of Iraq . The Security Council approved amendments to the Restricted Goods Review List of the Oil-for-Food Program . The restricted goods are biological, chemical or rocket-related goods. In addition, the committee responsible should regularly review the goods inspection list and the procedures for using the goods on this list and, if necessary, make recommendations to the Security Council on changes to this list. UN Secretary General Kofi Annan has been instructed to set consumption rates and amounts for the chemicals and drugs specified in this resolution within 60 days.

The resolution was adopted with the votes of 13 members of the Security Council; Russia and Syria abstained. Resolution 1454 is the last resolution passed by the Security Council in 2002.
