UN Security Council resolution 1450

The UN Security Council Resolution 1450 was a resolution that the United Nations Security Council adopted on 13 December 2002 at its 4667th meeting. With the resolution, the body reaffirmed the principles of the United Nations Charter and its earlier resolutions 1189 (1998), 1269 (1999) , 1368 (2001) and 1373 (2001) . The resolution condemned the November 28, 2002 attacks on Israeli property in Kikambala and Mombasa , Kenya .

The Security Council reaffirmed the need to combat the threats to international peace and security posed by terrorist attacks and the obligations of states under the International Convention for the Prevention of Terrorist Bombings and the Conventions for the Prevention of Unlawful Acts against Civil Aviation. The resolution condemned al-Qaeda’s allegation of the attack , drew attention to the obligations of states under resolution 1390 (2002) and expressed grief and sympathy for the families of the victims and the governments of Kenya and Israel .

The resolution called on all states to bring the perpetrators and organizers of the attack to account in accordance with their obligations under Resolution 1373. The panel also expressed its determination to combat all forms of terrorism.

Resolution 1450 was adopted by 14 of the 15 members of the Security Council; Syria voted against the resolution. The Syrian ambassador said his country condemned the terrorist attacks but was against the repeated use of the name Israel in the text and against the language, which had deviated from the main purpose of the resolution. Syria also found that Israel itself committed "terrorist atrocities" against the Palestinian people every day .

With the adoption of the resolution, Israeli victims were mentioned or even condemned for the first time in a resolution of the United Nations Security Council; after the attack on the Asociación Mutual Israelita Argentina in 1994 in Argentina , the Security Council had not mentioned Israel.
