Roger Bootle-Wilbraham, 7th Baron Skelmersdale ( April 2, 1945 - November 2, 2018 ) was a British politician ( Conservative Party ) and a member of the House of Lords .

Life

Bootle-Wilbraham attended Eton College and Lord Wandsworth College in Hampshire . After the death of his father Lionel Bootle-Wilbraham, 6th Baron Skelsmerdale in 1973, he inherited his title and the associated seat in the British House of Lords. He was married to Christine Jean Morgan since 1972. The couple have a daughter and a son.

In 1981 Bootle-Wilbraham was appointed a Conservative Whip of the House of Lords in Margaret Thatcher's government; he held this position until 1986. He moved to the Ministry of Environment as Parliamentary State Secretary and in 1987 to the Ministry of Health and Social Security. This ministry was split in 1988.

Bootle-Wilbraham remained with the Department of Social Security until 1989, when he was transferred to the Northern Ireland Office . There he served until the end of Prime Minister Margaret Thatcher's term in 1990. He was not reappointed by John Major .

With the adoption of the House of Lords Act 1999 , Bootle-Wilbraham, like almost all other hereditary peers, lost his automatic right to sit in the House of Lords . However, he was elected as one of 90 hereditary peers who still have a seat and vote in the House of Lords.

Bootle-Wilbraham had been Conservative Shadow Secretary of State for Labor and Pensions since 2006 as a member of David Cameron's team , but did not hold any office in Cameron I's cabinet .
