The building completes the development of the "Federal Triangle" on the south side of Pennsylvania Avenue that began in 1920 and was constructed under the direction of James Ingo Freed (architects Pei, Cobb, Freed and Partners ) and Ellerbe Becket . After a construction period of eight years, from 1990 to 1998, the building was opened four years later than originally planned by President Bill Clinton on May 5, 1998 . It was the most expensive building in the United States to date ($ 818 million). 1200 events are held annually in the congress and conference center.

The administrator is the General Services Administration (GSA). The structure was named after the 40th President of the USA Ronald Reagan , during whose term of office the construction was planned. Every year around one million tourists visit the building. The attached parking garage is the largest in the city.
