As Rowdy ( English hooligan (n.) "Bully, bat," rowdy (adj.) " Rude , violent". See row " riot , affray") is in German means a person who in public boorish and violent performs. The term is thus close to the terms "rioters" and "rioters". In a broader sense, the term can be used for any person who behaves recklessly in public. In this broader meaning, the term has a more similar meaning to "Rüpel".

The media speak of hooliganism and hooliganism, especially in connection with brawls , rioting and vandalism , as well as deliberately provocative , brash, gruff and confrontational behavior. The term was first mentioned in Duden in 1887 . The equivalent English term has been proven since at least 1808.

"Rowdy" is mostly used as a derogatory external name. A "rowdy" acts out of immaturity of character, ruthlessness, desire for provocation or destructiveness (or desire to destroy). Other personal motives (enrichment, revenge, despair) play no role, nor do ideological or socio-political motivations. In this sense, political violence, loud protest and publicly shown non-conforming behavior , even if it is non-violent, has been and is sometimes called hooliganism in order to brand it as anti-social .

Use as a legal term

The criminal code of the GDR recognized the criminal offense of hooliganism from 1968 . Section 215 (hooliganism), para. 1 StGB (GDR) read:

"Anyone who takes part in a group that, out of disregard for public order or the rules of socialist community life, commits acts of violence, threats or gross harassment against people or malicious damage to property or facilities, is punished with imprisonment for up to five years or with imprisonment."

In Russia there is a criminal offense corresponding to hooliganism ( Russian Хулиганство Chuliganstwo , English hooliganism ) according to Section 213 of the Russian Criminal Code. For example, three members of the Russian punk rock band Pussy Riot were arrested at the end of February 2012 and sentenced to two years in prison because of a previous protest for hooliganism based on religious hatred ( Хулиганство по мотивам религиозной ненависти ).

The term hooliganism is also occasionally used in German law in connection with traffic crimes. A traffic hooligan (according to Duden) is a road user who grossly and ruthlessly violates the traffic regulations.
