The Rugenberger Schleuse was built in 1908 as part of a general plan that declared the Dradenau and Finkenwerder to be port expansion areas and served to expand the port of Hamburg in a westerly direction.

In the course of this, planning for further port basins began. Three sea ports, an outer port for it, a petroleum port, a river ship port, a yacht port (today's Köhlfleet port with the yacht club house) and an ever port were to be built. The execution began after the First World War . For the connection between the new course of the Köhlbrand and the newly created harbor basin Rugenberger Hafen , the Everhafen for the adjoining Waltershofer Hafen and Griesenwerder Hafen as well as the Petroleumhafen in the area of the shipyard of Pohl & Jozwiak on Waltershof, which will be the new location on Tollerortweg Kohlenschiffhafen ) was relocated, a new lock was completed in 1913.

This lock had two chambers, a south and a north, one hundred and fifty meters long and eighteen meters wide. This barrier lock served mainly for smaller vehicles, as well as towing and push tows a short umfuhr from the Rethe and Harburg direction and by the Roßkanal to allow the Kuhwerder ports outside the strong flow and crossing the main fairway on the Elbe.

The lock was manned day and night by a lock master who made the lock possible. Recently, all lock sluices in the Port of Hamburg have been converted to remote control. This takes place day and night under video observation from the Ellerholz lock . Up to 2012, up to 22,000 vehicles passed through the Rugenberg lock every year. Then one of the two chambers was closed, the other has since been completely renewed. The Rugenberger Damm road connection , which runs over the waterway, was opened to road traffic in January 2015. The new lock was completed at the end of November 2015 and put into operation together with a new bicycle and footpath.
