Russian Optical Trans-Arctic Cable System ( ROTACS for short ) was a planned submarine cable to connect the United Kingdom , Russia and Japan . It should be operational at the end of 2016.
The 16,000 km long cable should run from the United Kingdom through the Arctic Ocean north of Scandinavia and Russia to Japan.
