The Council of Muftis of Russia ( Russian Совет муфтиев России (СМР) / Soviet Muftijew Rossii (SMR); scientific transliteration Sovet muftiev Rossii ) is an Islamic umbrella organization founded in 1996 with headquarters in Moscow , in which numerous Muslim regional organizations of Russia are united . It is headed by Rawil Gainutdin , who is also the chairman of the Spiritual Administration of Muslims in the Russian Federation . Vice-chairman is Nafigulla Chudchatowitsch Aschirow .

The SMR acts both as an organizing committee for Russia's Muslims and as a coordinator of various public activities to support Islam in the region. He sets up schools, builds meeting houses and provides literature. Among the educational institutions of the SMR that have achieved the greatest notoriety are two madrasas in the deep province, Yoldyz in Naberezhnye Chelny and Al-Furkan in Buguruslan . The SMR is also very active internationally and maintains relationships in the countries of the Commonwealth of Independent States , the Near and Middle East and North Africa.

The SMR was established in 1996 to unify the country's Muslim organizations. A few years later he was organizing international conferences, such as the international forum "The Future of Muslims in Russia in the New Millennium" in May 1999, in which the "Committee of Muslims of Asia in Kuwait" acted as a partner. The SMR also endeavors to promote Islamic banking . In March 2009 he organized an international conference on "Islamic Banking: Specifics and Perspectives". In the communities affiliated to the SMR, extremist literature, weapons and explosives have already been seized and people arrested on suspicion of extremist and terrorist activities.
