Spiritual Administration of the Muslims of the Russian Federation
The Spiritual Board of Muslims of the Russian Federation (Russian Духовное управление мусульман Российской Федерации, abbr ДУМ РФ /. Duchownoje Uprawlenije musulman Rossijskoj Federazii ; DUM RF) is an Islamic organization in general claim to representation for Muslims in Russia . It emerged in November 2014 from the "Spiritual Administration of the Muslims of the European Part of Russia" ( Duchownoje uprawlenije Musulman ewropejskoj Tschasti Rossii ; DUMER), is headed by Mufti Rawil Ismagilowitsch Gainutdin and is based in Moscow . With regard to its right to represent Russia's Muslims, the organization competes with the Central Spiritual Assembly of Muslims in Russia (ZDUM) , which is based in Ufa and is headed by Talgat Tajuddin .
Sphere of influence
The area of jurisdiction of the DUM RF theoretically extends across Russia, but in reality only the Muslim communities of the Central Federal District are under its control, excluding the Oblasts of Bryansk , Vladimir , Lipetsk and Moscow . It also has individual municipalities in northwestern Russia , in the Krasnodar Territory and in the Perm Territory . In 2008 there were only 40 parishes in the organization.
Organs and internal structure
The DUM RF headquarters are located in the Moscow Cathedral Mosque complex. The highest decision-making body is the Majlis , the congress of delegates of the clergy and members of the clergy administrations under the umbrella of DUM RF. The direct business of DUM RF is carried out by the presidium and the chairman. According to the statutes, the president is re-elected every five years.
Internally, the administrative apparatus of DUM RF is divided into administration, secretariat, accounting, press service, department for international affairs, department for internal affairs, department for education, science and culture, department for social welfare, department for security and department for economic- administrative matters.
Composition of the Presidium
The current presidium consists of:
- Rawil Ismagilowitsch Gainutdin, chairman. He is also the Mufti and President of the Russian Mufti Council .
- Damir Chaliullowitsch Gisatullin, first deputy chairman and managing director. He is responsible for the new construction of the Moscow Cathedral Mosque.
- Damir Waissowitsch Muchetdinow , second deputy chairman, head of the administrative apparatus . He oversees the activities of the Department of Internal Affairs and the Department of Science and Education.
- Rafik Anwarowitsch Fattachetdinow, third deputy chairman. He is responsible for questions of material-technical supply and security.
- Schafjar Jarullowitsch Faisrachmanow, Chairman of the Revision Commission.
Educational institutions and press organ
A number of Islamic universities and teaching institutions are under the direction of DUM RF: the Moscow Islamic Institute under the direction of Damir Chajretdinow , the Islamic Institute Ch. Faischanow of Nizhny Novgorod under the direction of Damir Muchetdinow , the Islamic elementary school at the Moscow Cathedral Mosque under the direction by Jafar Faisrachmanow, the Moscow Islamic College under the direction of Islam Saripov, the Islamic College of Moscow Oblast under the direction of Insaf Kamalow, the Islamic elementary school at the Historical Mosque of Moscow under the direction of the Imam - Khatīb of the Mosque Khazan Fachretdinov, the Islamic school " Machinur "in Nizhny Novgorod under the direction of Abdulbari Muslimow, and the Islamic school Sheikh Abduldschalil Bikkinin, also in Nizhny Novgorod, under the direction of Renat Isljamow.
The official press organ of DUM RF is the magazine Minbar Islama , edited by Damir Chajretdinow and published since 1994. It is also available online. The DUM RF awards the medal "For Spiritual Unity" ( Sa duchownije edinenije ) as an award .
history
The history of the DUM RF goes back to the Moscow Muchtasibat , the establishment of which was decided on January 15, 1991 at the plenary session of the "Spiritual Administration of the Muslims of the European Part of the Soviet Union and Siberia" ( Duchownoje uprawlenije Musulman ewropejskowo chasti SSSR i Sibiri ; DUMES) . The Moscow Muchtasibat was the first central Muslim organization in central Russia and the Central Black Earth Region . On January 29, 1994, the Moscow Muchtasibat was transformed into the "Spiritual Administration of the Central European Region of Russia" ( Duchownoje uprawlenije Musulman Zentralno-Evropejskowo regiona Rossii ; DUMZER), with a jurisdiction that corresponded to the two economic regions of Central Russia and the Central Black Earth Region . Rawil Gainutdin, who received the title of Mufti, was elected as the organization's Imam Muchtasib. On September 24, 1994 DUMZER left the ZDUM association . Almost two years later, on July 2, 1996, Gainutdin founded the Russian Muftirate as a counterweight to the ZDUM . On December 9, 1998, at a congress, DUMZER was renamed "Spiritual Administration of the Muslims of the European Part of Russia" ( Duchownoje uprawlenije Musulman ewropejskoj tschasti Rossii ; DUMER).
