history

The history of the DUM RF goes back to the Moscow Muchtasibat , the establishment of which was decided on January 15, 1991 at the plenary session of the "Spiritual Administration of the Muslims of the European Part of the Soviet Union and Siberia" ( Duchownoje uprawlenije Musulman ewropejskowo chasti SSSR i Sibiri ; DUMES) . The Moscow Muchtasibat was the first central Muslim organization in central Russia and the Central Black Earth Region . On January 29, 1994, the Moscow Muchtasibat was transformed into the "Spiritual Administration of the Central European Region of Russia" ( Duchownoje uprawlenije Musulman Zentralno-Evropejskowo regiona Rossii ; DUMZER), with a jurisdiction that corresponded to the two economic regions of Central Russia and the Central Black Earth Region . Rawil Gainutdin, who received the title of Mufti, was elected as the organization's Imam Muchtasib. On September 24, 1994 DUMZER left the ZDUM association . Almost two years later, on July 2, 1996, Gainutdin founded the Russian Muftirate as a counterweight to the ZDUM . On December 9, 1998, at a congress, DUMZER was renamed "Spiritual Administration of the Muslims of the European Part of Russia" ( Duchownoje uprawlenije Musulman ewropejskoj tschasti Rossii ; DUMER). Your theoretical area of jurisdiction was thus extended to the European part of Russia, but excluding the Republic of Tatarstan , the oblasts of Ulyanovsk and Saratov and the North Caucasian republics.

Another renaming took place at the sixth Majlis Congress on September 21, 2014 in Moscow. At the decision of the delegates, DUMER adopted the name "Spiritual Administration of the Muslims of the Russian Federation ( Duchownoje uprawlenije musulman Rossijskoj Federazii ; DUM RF). On November 25, 2014, the organization was officially registered under this name by the Russian Ministry of Justice . Rawil Gainutdin had the Already renamed in August 2014 because the activity of DUMER had expanded beyond its original jurisdiction. He said literally: "It is a known fact that our Spiritual Administration de facto acts as the Spiritual Assembly of the Muslims of the Russian Federation. We work not only in the European part of the country, but also in the Urals , the Far East and Siberia . We are known in Russia and abroad as the spiritual administration of the Muslims of Russia, not to mention the Islamic world. The chairman of the Mufti Council and DUMER are everywhere taken to be the Mufti of Russia. "Gainutdin also referred to the fact that the Ministry of Foreign Affairs of the Russian Federation, in agreement with the Russian Presidential Administration, had given its organization, the Russian Mufti Council and its chairman the right to sign contracts To close ministries of Arab-Muslim states and international Islamic organizations. This shows that the President, the Presidential Administration, the government and the authorities of the country regard his organization as the Spiritual Administration of the Muslims of Russia and its chairman as the Mufti of Russia Organization name to be brought into line with reality.
