From 1959 to 2013 São Francisco Xavier was a parish ( freguesia ) in the Portuguese district of Lisbon . It has 8023 inhabitants (as of June 30, 2011).

It was separated as an independent municipality in 1959 as the northern part of the Belém district of Lisbon and was merged with Lisbon on September 29, 2013 as part of an administrative reform .
