The Shërbimi Informativ i Shtetit (acronym: SHISH ; Albanian for "Information Service of the State") is the state intelligence service of the Republic of Albania . The state body has existed in its current form since 1998. Helidon Bendo is the head . Until November 22, 1999, the service was called Shërbimi Informative Kombëtar with the abbreviation SHIK .

Tasks and responsibilities

The tasks of the SHISH are regulated in Law No. 8391 of October 28, 1998 “For the National Information Service” (Për Shërbimin Informativ Kombëtar) . The main task is external security , which is aimed for in accordance with the constitution and laws of Albania.

The SHISH collects information on:

  1. National Security Threats and Dangers
  2. ensuring the integrity, independence and order of the constitution
  3. the terrorism
  4. the production and traffic of drugs
  5. the production of weapons of mass destruction
  6. Crimes against the environment
  7. the organized crime

The SHISH is subordinate to the Kuvendi i Shqipërisë , the President of the Republic of Albania and the Prime Minister . There is a deputy head and an inspector general. The areas of responsibility are divided between the respective departments against organized crime, against drugs, against terrorism, against environmental crimes, against cyber crimes and the supporting units.

Control and observation

The Standing Parliamentary Commission on External Security exercises control and observation of the SHISH. The Council of Ministers (government) appoints an inspector general who also has controlling powers. The financial order is monitored by the Supreme Audit Office.

history

The beginnings of the Albanian secret service go back to December 17, 1912, shortly after the country gained independence. After the Second World War , the Party of Labor of Albania, under its strict and brutal dictatorship, set up the Sigurimi i Shtetit , which became an instrument of political power for the dictator Enver Hoxha and his party. After the fall of the dictatorship in 1990/91, the intelligence service reformed and since 1998 the powers of the SHISH have been clearly regulated in law.
