The President of the Republic of Albania ( Albanian  Presidenti i Republikës së Shqipërisë shortly also Presidenti i Shtetit or Kryetari i Shtetit ) is in accordance with the constitutional head of state of Albania and the symbol of its unity.

Duties and Powers

According to the constitution, he exercises control over the armed forces together with the prime ministers . The President appoints the Prime Minister on the proposal of a majority of MPs in Parliament . If parliament could still come to an agreement after three attempts, the president has the right to dissolve parliament and call new elections. He can veto laws once. He has powers of grace and citizenship . In addition, the President, together with the Prime Minister, handles external relations and security matters. In addition to these tasks, the President is, as is customary in parliamentary systems , limited to ceremonial or representative functions (for example, the presentation of honorary titles and ranks , confirmation and accreditation of diplomats and various other appointments).

The president also plays an important role in the legal system. He is automatically President of the High Judicial Council , which appoints the judges in the courts of first instance and in the courts of appeal.

Parliament elects the president by a three-fifths majority of its members by secret ballot for a period of five years. Anyone supported by at least 20 MPs can run for election. The term of office is five years; re-election is only possible once.

In order to hold the office of President, the applicant must have lived in Albania for at least the last ten years and be at least 40 years old at the time of election. The President of Parliament takes over the official business in case of representation.

According to Article 88 of the Albanian Constitution, the President must take this oath before Parliament:

"Betohem se do t'i bindem Kushtetutës dhe ligjeve të vendit, do të respektoj të drejtat dhe liritë e shtetasve, do të mbroj pavarësinë e Republikës së Shqipërisë dhe do t'i shërbej dhe do t'i shërbej interesit tërërim" Popej interesit tërparër "

"I swear that I will follow the constitution and laws of the country, respect the rights and freedoms of citizens, protect the independence of the Republic of Albania and serve the common interest and progress of the Albanian people."

Official seat and residence

The official seat of the President (alb. Presidenca ) on the Boulevard of the Martyrs of the Nation

The official seat is in the Presidenca in downtown Tirana at the southern end of the Bulevardi Dëshmorët e Kombit . To the north of this is the government district with the Council of Ministers, ministries and other official buildings.

The official residence of the President, the Pallati i Brigadave , is located on the south-eastern outskirts of Tirana, bordering the Great Park, not far from the Mother Albania statue . The construction of the building was commissioned by the then King Zogu I  in 1937 .

Symbols

Since July 2014, the institution of the president officially carries two symbols: on the one hand the presidential flag and on the other hand the presidential coat of arms or standard .

The flag is based on the flag of Albania , but has been supplemented with golden elements. This color is supposed to symbolize strength, prosperity and durability. Skanderbeg's black double-headed eagle wears his helmet , which, unlike the coat of arms of Albania, is directed neither to the right nor to the left, but to the front. This is meant to symbolize impartiality and determination in depicting national unity. In the previous coats of arms and flags of Albania, however, it is completely new that there are two oak branches below the eagle. These are supposed to symbolize longevity, strength and dignity. The Illyrian king Genthios is said to have also used this symbol.

The standard adopts the symbolism of the flag, but above it still contains the words PRESIDENTI I REPUBLIKËS SË SHQIPËRISË (President of the Republic of Albania) .
