The Slovenian President ( Slovenian Predsednik Republike Slovenije ) is the head of state of Slovenia . Its official seat is on Prešernova Street in the capital Ljubljana .
Legal status and competencies
The position of the President within the Slovenian political system is predominantly representative. He is elected directly by the people for a period of five years; re-election is possible once. The President is the representative of the Republic in both external and internal relations and the Commander-in-Chief of the Slovenian Armed Forces .
According to Article 111 of the Constitution, the President of the State proposes a candidate for the Prime Minister's office to the State Assembly ( državni zbor ) after consultation with the chairmen of the parties elected to Parliament .
In the event that the State Assembly cannot meet due to a state of emergency or war, it has the option of issuing emergency ordinances with the force of law (but only on the proposal of the government). Such emergency ordinances must, however, be confirmed by the State Assembly at its next meeting.
The President also plays an important role in filling the most important offices within the Slovenian judicial system: he has the right to propose all nine members of the Constitutional Court ( ustavno sodišče ) and five members of the 11 -member Judicial Council ( sodni vet ) to the State Assembly for election. The latter plays an important role in the appointment of judges.
Further competencies of the President include:
- the proclamation of the elections to the state assembly
- the promulgation of laws
- the appointment of state officials
- the appointment and dismissal of Slovenian ambassadors; the accreditation of foreign diplomatic representatives
- the right to pardon
- the award of medals and decorations
If the State Assembly demands it, the President must give his opinion on a particular matter. Under the current constitution, unlike the head of most other states, the president has no political immunity .
Impeachment
The State Assembly can indict the President before the Constitutional Court if he violates the Constitution or seriously violates a law. A two-thirds majority of the judges can subsequently remove the president from his office. Pending a decision as to whether the charges are applicable, the Tribunal may temporarily exempt the President from the exercise of his duties.
