List of Swiss Federal Presidents
The list of Swiss Federal Presidents shows all Federal Presidents of the Swiss Confederation since the federal state was founded in 1848.
Unlike the Federal President in the neighboring countries of Austria or Germany , the Swiss Federal President is not a head of state ; he is also not a head of government . The Federal Constitution provides that all business is carried out by the entire Federal Council in the college . In the event of a tie, the Federal President has the decisive vote as “ primus inter pares ”. He also chairs the Federal Council meetings.
The function is seen as a «secondary task», since the Federal President continues to run his department normally and experiences the normal burden there. In addition, there are only a few representational tasks, mainly domestically, but increasingly also abroad. For example, the Federal President gives the official radio and television speeches for the New Year and the Swiss National Day on August 1st or gives the diplomatic corps the traditional New Year reception in the Federal Palace .
The Federal President is elected annually by the United Federal Assembly on the second Wednesday of the winter session . Direct re-election after a term of office is ruled out and the principle of anciency prevails : The unwritten rule applies that the Federal Councilor who has not (or has not) held this office for the longest time will become President.

So far, the FDP has by far the most federal presidents and with Jonas Furrer also the first. After the founding of the federal state in 1848, it took 47 years before Josef Zemp from the Catholic Conservatives was able to take office for the first time, a federal councilor from another party.
Ruth Dreifuss was the first female Federal President in 1999. After her, four other women have held the position so far: Micheline Calmy-Rey (2007, 2011), Doris Leuthard (2010, 2017), Eveline Widmer-Schlumpf (2012) and Simonetta Sommaruga (2015, 2020).
18 Federal Councilors never held the office of Federal President: Ulrich Ochsenbein , Stefano Franscini , Giovanni Battista Pioda , Victor Ruffy , Jean-Jacques Challet-Venel , Eugène Borel , Fridolin Anderwert , Josef Anton Schobinger , Louis Perrier , Hermann Obrecht , Max Weber , Josef Escher , Giuseppe Lepori , Jean Bourgknecht , Rudolf Friedrich , Elisabeth Kopp , Ruth Metzler and Christoph Blocher .
Four incumbent Federal Councilors have not yet been Federal President: Guy Parmelin (Vice President 2020 and scheduled as Federal President in 2021), Ignazio Cassis , Viola Amherd and Karin Keller-Sutter .
