Samuel Jörg Schmid (born January 8, 1947 in Rüti near Büren in the canton of Bern ; resident in Attiswil ) is a Swiss politician of the BDP ( SVP until 2008 ). From 2001 to 2008 he was Federal Councilor , and in 2005 Federal President .

Political career

Since entering politics, he has held various political offices:

Schmid was elected to the Federal Council on December 6, 2000 ( see Federal Council election 2000 ). He was not an official candidate for his party at the time, the SVP. During his entire tenure, he was head of the Federal Department of Defense, Civil Protection and Sport (DDPS) .

His most important project was the army reform Army XXI , which aims to adapt the Swiss army to the changed threat situation in Europe.

In 2004 he was Vice President and was elected Federal President for 2005 on December 8, 2004. His motto for 2005 was encounter . According to his own statements, his most important concern was the vote on the Bilaterals II and the strengthening of collegiality in the Federal Council.

In the 2007 Federal Council elections, Schmid was re-elected with a clear 201 votes. After he had himself sworn in despite Christoph Blocher's being voted out and thus acted against the opposition strategy of his party, he was no longer allowed to take part in parliamentary group meetings and was ignored in particular by the party leadership as SVP representative. The then party president Ueli Maurer said in February 2008 that for the party members Schmid was “ as good as clinically dead ”. However, he considers an exclusion from the party “ a waste of time ”. On June 2, 2008, Schmid announced in front of the press that he would soon be leaving the SVP and announced that he was considering founding a new party together with other dissatisfied SVP members. On June 21, the BDP Bern was founded, which Schmid joined by means of collective transfer to his local section. At the beginning of November 2008, Schmid had to have an operation on his gall bladder . Shortly afterwards, on November 12, 2008, Schmid announced his resignation from the Federal Council on December 31, 2008.

In 2017, he headed the commission of inquiry into the doping affair involving the Russian Olympians, which ultimately led to the suspension of Russia at the 2018 Winter Games in Pyeongchang by the International Olympic Committee (IOC).

criticism

Schmid has been criticized by his own party since his election to the Federal Council. Schmid was not an official candidate in the Federal Council election. In addition, as a loyal partner of the FDP, he campaigned for the implementation of Army XXI , which is why the "Zurich wing" of the SVP withdrew some of his support in 2002. After accidents in the army and because of the appointment of Roland Nef as chief of the army, people often wrote about "sitting out" the problems.

Schmid was colonel and commander of an infantry - regiment from 1993 until the end of 1996. He also Deputy Commander of the Field Division 3 in 1998 and 1999 respectively.

After the Matura type B at the Solothurn grammar school in 1967, he studied law at the University of Bern with degrees as advocate and notary. In 1978 he opened his own practice.

Schmid lives in Rüti near Büren , is married and has three sons. He is a member of the Wengia student association .

On January 4th, 2009 Schmid was made an honorary citizen of the municipality of Rüti bei Büren on the occasion of a big celebration in Rüti bei Büren.

His older brother Peter Schmid was a member of the government of the Canton of Bern from 1979 to 1998.
