Alfred Moisiu (born December 1, 1929 in Shkodra ) is an Albanian politician and former President of Albania .

Moisiu is the son of the legendary partisan general Spiro Moisiu and embarked on a military career. He attended a military academy in the Soviet Union in the 1950s and later achieved the rank of general . Under the communist party leader Enver Hoxha he was deputy defense minister from 1971 and implemented in the 1970s the policy of self-sufficiency and complete isolation in the military sector, which was dominated by the concept of the "people's war". With the formation of 2,000 units of between 5 and 16 men and an estimated 700,000 bunkers distributed throughout the country, the country was to be protected. Since he is a member of a family that rivaled Hoxha, Hoxha demoted him in 1981 for high treason .

After the end of communism he became an advisor to the defense minister and from 1991 to 1992 defense minister of the interim government under Vilson Ahmeti . Under the government of Sali Berisha he was again Deputy Minister of Defense from 1994 to 1997 . His supervisor was Safet Zhulali . Afterwards Moisiu headed the Atlantic Society, which advocates ties to NATO . On June 24, 2002 Moisiu was elected President of the Republic of Albania by parliament . His election was made possible by a compromise between the ruling Socialist Party (SP) of Prime Minister Fatos Nano and the opposition Democratic Party (PD) of ex-President Sali Berisha, concluded with the help of the European Union .

On July 24, 2002 he succeeded Rexhep Meidani . His term of office ended on July 24, 2007. The vice-chairman of the Democratic Party , Bamir Topi , was elected as the new president .

In August 2009, the third volume of Moisius Memoirs appeared, in which he devoted himself to his presidency. In his book he sharply criticized the Prime Minister Sali Berisha, who was in office from 2005 to 2013, and his predecessor Fatos Nano.
