Gramoz Ruçi

Gramoz Ruçi (born December 6, 1951 in Tepelena ) is an Albanian politician ( PS ). He has been President of Parliament since 2017, making him the second highest Albanian in the country after the President.

Career

education

Gramoz Ruçi was born in Tepelena in southern Albania and completed his studies at the Pedagogical Institute in Shkodra , today's University of Shkodra . He then studied biochemistry at the Eqerem Çabej University in Gjirokastra and then completed postgraduate studies .

Political career

Gramoz Ruçi already held several political and state offices in communist Albania between 1978 and 1991. Most recently in 1991 he was Minister of the Interior for a short time as a member of the Labor Party of Albania . After the re-establishment of the Socialist Party on June 13, 1991, he took over the office of General Secretary until 1996, when he passed it on to Rexhep Meidani .

In 1999 another term of office as general secretary of the PS followed, which lasted until 2005. After the defeat of the socialists in the parliamentary elections in 2005, the prime minister and long-time party leader Fatos Nano retired from politics and Gramoz Ruçi took over the party chairmanship for a short time. In the same year, Edi Rama was elected Nano's successor.

Between 1998 and 1999 Ruçi was the leader of the Socialists' group in parliament . Since 2010 he has held this office again.

Ruçi has also been a member of parliament for Qark Fier since 1991 .

Links to drug trafficking

Gramoz Ruçi are accused of having links to drug trafficking in the USA , which is why he has not been able to enter the country since 2005.

President of Parliament 2017–2021

On September 9, 2017, Gramoz Ruçi was elected President of the Kuvendi i Shqipërisë , the Albanian parliament, with 80 out of 140 votes . Just a month later, various media and opposition politicians accused him of making the work in parliament dubious and of disregarding the rules of procedure. The online newspaper exit.al, which is critical of the government, objected to a total of six administrative offenses during a single parliamentary session on October 9, 2017. Exit.al also stated that that session was probably the first in the history of the Albanian parliament in which there was no parliamentary discussion at all. The online newspaper explained this with the repeated refusal of Gramoz Ruçi to give the opposition politicians the floor.
