Shortly after the Flood Control Act of 1936 was ratified by Congress , construction work on the dam began. It is part of the Mississippi River Basin Flood Control Project , which was created based on experiences from the 1927 flood.

In 1940 the construction of the dam was completed. For a long time, it was the largest dam in the world that was built as a heaped earth wall.
