A blemish or eyesore is a clear indication of an impurity or a non- standard quality or flaw that is attached to something , an object or a person .

The verb complain then also means to have something to complain about , to point out mistakes, to nag , to complain and the like.

Often one connects (supposedly) flawed things or people with dishonorable and not always legal matters. The person concerned is viewed with suspicion , which in some circumstances amounts to ostracism . This is also the aim of the phrase: The thing (or person) has a flaw.
