Seiji Mataichi ( Japanese 又 市 征 治 , Mataichi Seiji ; born July 18, 1944 in Toyama , Toyama Prefecture ) is a Japanese politician of the Social Democratic Party and was its chairman from February 2018 to February 2020 and from 2001 to 2019 a member of the Sangiin , the House of Lords of the National Parliament , for the national proportional representation constituency.

Mataichi was born on July 18, 1944 in Toyama into a family of rice farmers and, according to his own account, grew up in rather poor circumstances. After the completion of high school in 1962 he entered 1965 in the prefecture administration Toyama and has held since 1974 a number of posts in the union Jichirō ( 全日本自治団体労働組合 Zen Nihon Jichi dantai Rodo Kumiai ) for Toyama Prefecture. In 2001 he switched to active politics and was elected as the third most successful Social Democrat in the upper house as a candidate for the Social Democratic Party ( SDP ) in the national proportional representation in the 2001 upper house election. In the following elections in 2007 and 2013 he was able to defend his seat. In 2003, the then new party leader Mizuho Fukushima declared him general secretary; however, he resigned from this post in December 2007 as a result of the party's poor performance in the 2007 upper house election. Fukushima then asked him to remain on the party executive committee and appointed him deputy chairman ( 副 党 首 Fuku Tōshu ). In 2010 he took over the parliamentary group chairmanship in the House of Lords and in 2013 he was again Secretary General. After Fukushima's resignation in July 2013 as a consequence of the upper house election in 2013, he also held the post of party chairman until Tadatomo Yoshida was elected chairman in October of that year .

Following Yoshida's announcement in January 2018 that he would not run for another term as party chairman, Mataichi announced his candidacy at the end of the month after no one had previously agreed and the election had to be postponed several times. Yoshida had already lost his seat in the 2016 upper house election and remained chairman at the insistence of the party executive, but the SDP was unable to gain any seats in the 2017 lower house election . Mataichi was finally elected unanimously as chairman at a party congress in February 2018, unopposed. His successor as General Secretary was the House of Commons Hajime Yoshikawa .

Mataichi stated at a press conference in May 2019 that he was diagnosed with lung cancer and had to undergo surgery that same month. For the 2019 upper house election, he no longer stood for re-election as a member of parliament. As party chairman, he remained in office until the regular end of his term in February 2020 and was then replaced by Mizuho Fukushima. He now acts as an advisor to his party.
