Sergei Nikolajewitsch Lebedew (born April 8, 1948 in Jizzax , Uzbek SSR , Soviet Union ) is a Russian politician . He has been General Executive of the Commonwealth of Independent States (CIS) since 2007 . Before that he was director of the Russian foreign intelligence service SWR from 2000 to 2007 .

Lebedev finished school in Jizzax in 1965, and then graduated from the Kiev political technical college in 1970 . From 1971 to 1972 he served in the military. In 1975 he joined the First Headquarters of the KGB . In 1978 Lebedev graduated from the Diplomatic Academy of the Ministry of Foreign Affairs of the Soviet Union . Between 1998 and 2000 he was the official representative of Slushba vneschnei raswedki (SWR) in the United States of America . On May 20, 2000, the secret service agent became director of the SWR. On October 5th, 2007 he was elected Secretary General of the CIS.
