The Setra S 215 UL was developed by Kässbohrer in 1983 as an intercity bus from the so-called 200 series. It replaced the predecessor Setra S 140 ES . Initially referred to as "S 215 UL Regional", the addition "Regional" was later dropped. In 1995 it was replaced by the Setra S 315 UL .

The S 213 UL is almost identical to the S 215 UL. The two types differ only in the length of the vehicle and the number of rows of seats: the S 215 UL with 15 rows of seats measures 12.00 m, the S 213 UL with 13 rows of seats 11.29 m. In Germany, the S 213 UL achieved comparatively few approvals, in countries like Switzerland the S 213 UL is preferred because of the narrow mountain pass roads, as it has a smaller turning circle due to its reduced vehicle length . The German armed forces also procured the shorter S 213 UL.

Although Göppel Bus had already produced prototypes of the newly designed VÖV-II intercity bus on behalf of Kässbohrer, Kässbohrer decided not to produce them after Daimler-Benz and MAN withdrew their promises to deliver engines for the Kässbohrer buses. In fact, the S 213/215 UL was much more successful on the market than the overland versions of the VÖV-II buses Mercedes-Benz O 407 and MAN SÜ 242 . The S 215 UL was optionally equipped with Daimler-Benz or MAN diesel engines and delivered with a five or six-speed manual transmission. Automatic transmissions were also available as an option.
