Social Welfare Office (Germany)

Social office is the colloquial term for an authority which, according to Section 28 (2) of the First Book of the Social Code (SGB I), is responsible for the tasks of social assistance according to the Twelfth Book of the Social Code (SGB XII) and often other social matters. The social assistance providers , i.e. the institutions that are responsible for the implementation of social assistance , usually refer to the offices that are responsible for granting social assistance benefits in the area of ​​the provider as social welfare offices. The term “social welfare office” is only partially used in the organization of the local government , alternatively it is called “office for youth and family”, “social and housing department”, “social and integration department” etc.

In the Social Security Code , a distinction is made between local and regional social assistance providers. The local social welfare providers are nationwide the independent cities and districts or, according to state law, also the associated municipalities or associations of municipalities. The implementation of SGB XII is a matter for the federal states , which also determine which authority performs the tasks of the supra-local social welfare agency. Most of the federal states, including the city-states, have declared themselves supra-local carriers. In North Rhine-Westphalia , supra - local bodies are the regional associations , in Baden-Württemberg the municipal association for youth and social affairs , in Bavaria the districts and in Hesse and Saxony the state welfare associations . Insofar as there are no deviating national regulations, the supra-local social welfare providers have been responsible since January 1, 2007 for benefits of integration assistance, assistance for care and for overcoming particular social difficulties as well as benefits for the blind.

In the political discussion about social benefits granted in Germany, especially to non-German EU citizens, critics often use the statement "Germany as European social welfare office " (or similar).
