The Speyer prince declaration is a protest note dated May 28, 1199 , written by various German princes in the context of the German controversy for the throne . The declaration speaks to the Pope in general and here in particular to Pope Innocent III. the right to participate in the German election , let alone to declare it lawful and calls for Innocent III. on not further violating the rights of the empire in Italy.
