The special units Salvage ABC (SEB-ABC) represented an extension of the technical trains of the Technical Relief Organization (THW). In spring 2011 the special units were disbanded in order to revise the NBC protection in the THW. In the future, more helpers are to be trained and equipped in ABC basic protection.

history

After the first reorganization of the Technical Relief Organization in 1994, the THW units were no longer able to carry out their tasks even in NBC damage situations. For financial reasons, the THW helpers no longer received any personal NBC protective equipment. It was not until various missions in the context of combating animal diseases such as foot and mouth disease and the anthrax attacks in 2001 in the USA that the THW's NBC protection came to the fore again. Until then, the THW local associations managed themselves through different concepts.

A working group in the THW management developed a concept in 2004 and subsequently to protect the THW units from NBC dangers. As a result, no new units were set up, but existing THW units were used. These have been trained and equipped to work under NBC protection.

Lineup

Due to the personnel-intensive situation in ABC damage situations , an ABC rescue unit consists of two technical trains. These are supplemented by a specialist group for rooms type A and a specialist group for location with technical tracking devices (type B). Thus, an SEB-ABC has the personnel and material of four rescue groups and two specialist groups available. The management of the SEB-ABC is taken over by one of the train troops from the technical trains.

tasks

The tasks of the SEB-ABC are the same as those of the individual rescue and specialist groups. Only the special training and the additional NBC protective equipment enable the THW helpers of the SEB-ABC to work in NBC damage situations. Since the SEB-ABC is only used in conjunction with other ABC units (e.g. the fire brigade), it does not have its own extensive decontamination equipment .

education

The helpers of the rescue and specialist groups who are deployed in the ABC rescue units receive training as ABC specialist helpers at the THW federal school in Neuhausen after their specialist training for the subunit they are assigned to at the location. In three courses that build on one another, content is conveyed on the basics of NBC dangers, principles of NBC tactics, equipment knowledge, rescue and recovery under NBC protection, legal provisions, radiation protection calculations and NBC danger areas.

Furnishing

In addition to the existing equipment for the rescue and specialist groups, the NBC rescue units receive additional NBC protective equipment and measuring devices. This is kept in portable boxes and can therefore be quickly air-loaded . Because the equipment of the THW is standardized nationwide, in urgent cases it is sufficient to bring only the personnel and NBC protective equipment of the SEB-ABC to the place of use by air transport. On site, the helpers of the SEB-ABC can then fall back on the devices of the local rescue and specialist groups of the THW.
