On December 4, 1991, the DVV Stadtwerke Dessau was founded as a wholly-owned company of the city of Dessau . Fernwärmeversorgungs-GmbH Dessau was connected as a subsidiary in 1991. In 1993 the Dessauer Verkehrsgesellschaft mbH joined after a long discussion. In 1994 a new thermal power station was put into operation on the site of the former fermentation chemistry . In the same year Gasversorgung Dessau GmbH joined and the "Hugo Junkers" airfield was opened .

The Dessauer Wasser- und Abwasser GmbH and the Dessau Power Supply GmbH were founded as new subsidiaries in 1995. On January 1, 1996, the first electricity was fed in from the Dessau power plant. In 1997 the data and telecommunications GmbH Dessau was founded.

In 1998 the head office of the Stadtwerke moved from Daheimstrasse (industrial area Mitte) to Albrechtstrasse 48 (the former administration of Waggonbau Dessau ). In 1999 a mobility center was opened at the main train station.

In 2001 the Dessau Transport and Railway Company was founded as a subsidiary. In 2001 and 2002 the vehicle fleet of the Dessau transport company was modernized. In 2003 the management of the industrial park company Waggonbau and the business areas around the participation in the service company Infra-Tec GmbH were taken over. In 2003, 89% of the Dessau citizens decided that the municipal utilities would remain 100% municipal. In 2006, the expansion of the Dessau-Alten substation went into operation.
