In agreement with the Freising Bishops' Conference , Wilhelm Schraml , Bishop of Passau, founded a church foundation under public law . In December 2005 it was recognized by the Bavarian State Ministry for Education and Culture . The "Foundation Birthplace of Pope Benedict XVI." Foundation purpose
