The TÜVtürk (originally TÜVTURK , proper spelling TÜVTÜRK ) is a joint venture of the German TÜV Süd , the Doğuş Holding and the construction company Akfen . After the decision of the Turkish government to implement Directive 96/96 / EC of December 20, 1996 on vehicle safety, a contract was negotiated at the end of 2005, which guarantees TÜVtürk a 20-year-old monopoly on general inspections for all motor vehicles in Turkey from 2009 .
Construction and operation
Until 2008, vehicle testing was carried out by a nationwide network of state test centers. This was a visual inspection in which the information in the vehicle documents was checked with the condition of the car - the driving ability during demonstration was decisive. Often, however, the demonstration was omitted, the important thing was whether all taxes were paid.
The old system, which was known under the name "Karayolları", had no technical equipment to carry out a detailed technical test according to the regulations of the European Communities . In order to set up a network for technical testing of motor vehicle safety, it was decided to privatize the main investigation and looked for business partners who could contribute capital and testing knowledge. The construction concession was auctioned in a bidding process, and the consortium, with the participation of TÜV Süd, won the contract worth around 409 million euros. Since the old state testing centers were known for their corruptibility , the new private company did not take on any employees.
At the end of 2005, a contract was signed with a consortium of three companies to set up a TÜVturk - the Turkish vehicle importer Doğuş Otomotiv is working with the Turkish construction company Akfen to set up the test stations, and the German TÜV Süd to train the test engineers. 189 fixed test stations and 81 mobile test stations have been contractually agreed to cover the sparsely populated hinterland. For refinancing, the consortium was granted a 20-year monopoly right, which the TÜVturk parent company licenses to local franchisees . The company TÜVturk was founded on August 17, 2007, with the two companies registered, TÜVturk Kuzey Taşıt Muayene İstasyonları Yapım Ve İşletim (TÜVturk North) and TÜVturk Güney Taşıt Muayene İstasyonları Yapım Ve İşletim (TÜVturk South) in Istanbul.
Construction began in August 2007 and the opening of the first station in Elazığ, Eastern Anatolia, on January 11, 2008, followed by the opening in Trabzon on February 10, 2008, which was also attended by the Turkish Transport Minister Binali Yıldırım . This underlines the importance of the project, since the accident rate in Turkey is twice as high as the European average - currently it is 400 road deaths per million vehicles. For comparison, there are 120 deaths per million vehicles in Germany. TÜVturk is investing 633 million euros, of which 224 million euros will be used to set up the service center, the rest will be paid to the Turkish state for the concession. The construction of the network was completed on schedule at the end of February 2009.
Due to the experience with previous corruption of the previous Turkish test centers, the test regime introduced by the TÜVturk is stricter than the name-giving German TÜV - there is no cooperation with workshops, the consistently computerized technical equipment does not allow any manipulation of the machine test results, and the test sheets are handled by several employees countersigned. Since it is expected that the previous vehicle fleet in Turkey largely does not meet the standards of the EC directive, the catalog of minor defects will be broader in a transition period until 2013 than for the German TÜV, which therefore still allows road approval despite the defect report. Managing director Aubel estimates that without these special regulations around 70 percent of the vehicles would fail, for example due to a damaged windshield, which is a common defect due to the poor roads in the hinterland.
First results according to the new general inspection rules show that 47 percent of the vehicles do not pass the first test, with an uneven distribution of 37 percent in Istanbul and over half of the vehicles in the hinterland. Due to the social problems as a result of the threat of millions of motor vehicles being shut down, all TÜVturk test centers are equipped with their own security staff. When the vehicles are re-presented, the defects are almost always eliminated, similar to the German general inspection, only what is stated in the defect report of the initial inspection can be checked - the specialty is that the follow-up inspection is free, but only one follow-up inspection takes place and a third one Examination a full general inspection with a new defect report is carried out.
If the main inspection is successful, an octagonal TÜV sticker is attached to the front license plate in the blue field, which corresponds to German customs: the inspection sticker shows the date of the re-presentation for the main inspection, in the middle is the year and the perforated month in the number wreath determines the month. Private vehicles must be presented for a general inspection every two years. TÜVturk employees assume that many Turks already know the TÜV and the associated quality requirements from Germany.
In 2011, the number of successful exams rose to 63 percent for the initial inspection and 98 percent for the follow-up inspection. By 2017, the number of employees had risen to 3,500, who carry out 14 million examinations annually in 207 fixed and 16 mobile stations (including the main inspection of 8 million vehicles).
