TUM Heilbronn campus

from Wikipedia, the free encyclopedia

The TUM Campus Heilbronn is a teaching and research facility of the Technical University of Munich (TUM) in Heilbronn in Baden-Württemberg . The campus is one of five TUM branches and the first TUM location in Germany outside of Bavaria. The campus is financed by the Dieter Schwarz Foundation from Neckarsulm.

History of origin

The foundation agreement between TUM and the Dieter Schwarz Foundation for the construction of the campus was concluded in February 2018. This was preceded by negotiations between the Dieter Schwarz Foundation and several partners to set up a university facility in Heilbronn, in which the Technical University of Munich was able to successfully establish itself. The agreement provides for the establishment of 20 professorships at the economics faculty (TUM School of Management) of the Technical University of Munich; 13 professorships are to be established at the Heilbronn location.

The fact that the Technical University of Munich, a state university from another state in Baden-Württemberg, was also the reason for a political discussion of the process in the responsible technical committee of the Baden-Württemberg state parliament in September 2017 .

In the meantime, legal opinions have emerged which have expressed considerable doubts about the legality of the campus: The campus violates the principles of federalism, insofar as the sovereignty of a federal state is limited to its own territory. In the concrete assessment of the facts of the matter, to what extent the Technical University of Munich acts sovereignly on the Heilbronn campus, the two science ministries involved come to contradicting assessments.

Course offer

Teaching began in the 2018/19 winter semester with the two master’s courses in Management and Management & Innovation. In the medium term, the creation of 1,000 study places is planned. So you want to start in the winter semester 2019/20, the course Management & Technology, of the Technical University of Munich at the downtown campus of Munich has been offered since 2,001th At the University of Stuttgart , not far from Heilbronn , the course in technically oriented business administration has existed since 1974.

criticism

The financing of the TUM Campus Heilbronn by the Dieter Schwarz Foundation is viewed as critical, especially due to the amount of the donation. With the establishment of the endowed professorships, one third of the professorships at the TUM School of Management will be financed by a donor, which is feared to have an impact on research and teaching.

The Lidl billionaire Schwarz donated his hometown a campus of the TU Munich including professors - in Heilbronn you don't ask any further questions. The Stuttgart university boss may be irritated that the contracts remain secret: In Heilbronn, people trust that the benefactor, with the many millions, will not have any influence on the course content. How many there are, 200 or 300, is also a secret, by the way.

Two constitutional lawyers even see federalism in the education system being undermined by the precedent of a Bavarian branch in Baden-Württemberg :

Now doubts are being raised as to whether the legal basis for the offshoot of a Bavarian university in Baden-Württemberg is sustainable [...] In fact, the legal issues do not seem to have been sufficiently thought out. This is also indicated by the contradicting information about the state tasks that Bavaria performs in Heilbronn. With all its gratitude to the benefactor, the state parliament should take a closer look.
