The film is set in Los Angeles. In a dilapidated part of the city, the ghouls, human-like creatures who live beneath the surface of the earth, come to the surface to eat people.

The notoriously burned sensation journalist Eric Hayes is always looking for a story. Usually he films the most spectacular police operations and sells them profitably to TV broadcasters. One night he meets the ghouls who are eating a woman alive. He films what is happening and can barely escape himself. Hoping to have recorded the story of his life, he goes to his favorite TV station only to find that there was no cassette in the camera. But he does not give up and goes in search of the ghouls and puts his life in danger for a sensational story.
