Thomas B. Modly is an American businessman and government official. From November 25, 2019 to April 7, 2020, he succeeded Richard V. Spencer as the 77th United States Secretary of the Navy .

Modly earned a Bachelor of Science with Honors from the United States Naval Academy in 1983 . He then joined the United States Navy , where he was a helicopter pilot, among other things. From 1990 to 1992 he attended Harvard Business School , where he earned a Masters in Business Administration with honors.

Modly attracted more media attention in early April 2020 when he released the captain of the aircraft carrier USS Theodore Roosevelt, Brett Crozier , as part of the COVID-19 pandemic . In a letter to the Admiralty, he had previously requested the evacuation of the ship lying in front of Guam , as around 100 of the 4,000 crew members were sick with COVID-19 and he feared that it would spread quickly on board with fatalities. Since the letter was also made public, Crozier was sharply criticized by the government for not complying with the prescribed official channels and released from his command. Modly himself came under criticism for his statements made in the context of this process and resigned from his office on April 7, 2020. Successor was James E. McPherson .
