John Howard Dalton

John Howard Dalton (born December 31, 1941 in New Orleans , Louisiana ) is an American businessman and former politician , who served as Secretary of State for the United States from 1993 to 1998 .

John Dalton first attended Louisiana State University , before moving to the US Naval Academy in Annapolis after a year and graduating there in 1964. He was one of the candidates for a Rhodes Scholarship . He then served in the US Navy from 1964 to 1969 , during which time he served as an officer on the submarines USS Blueback and USS John C. Calhoun . As an active soldier, he rose to the rank of lieutenant ; later he rose as a member of the naval reserve to lieutenant commander .

After retiring from the Navy, Dalton earned an MBA from the Wharton School of Finance and Commerce at the University of Pennsylvania in 1971 and pursued a career in banking. He first worked for the investment bank Goldman Sachs in Dallas ; thereafter he worked for several other financial institutions and companies in Texas . Among other things, he became president of the real estate division of the Gill Companies in San Antonio and CEO of the Freedom Capital Corporation based in the same city . He also ran the Arkansas- based investment bank Stephens Inc. in San Antonio.

In the meantime, Dalton was also in government service for the first time. In 1977, US President Jimmy Carter appointed him President of the Government National Mortgage Association , better known as Ginnie Mae . In December 1979, he was appointed a member of the Federal Home Loan Bank Board , a forerunner of today's Office of Thrift Supervision . This independent federal authority is entrusted with financial market supervision. Dalton later took over the chairmanship of the agency, which he left on July 1, 1981. He returned to civil service on July 22, 1993 when the new Democratic US President Bill Clinton appointed him Secretary of the Navy . John Dalton held this post until November 16, 1998; only John Lehman served a longer term.

Dalton then returned to the free economy; Among other things, he became a board member of Del Monte Foods and ICx Technologies. Since 2005 he has been President of the Housing Policy Council at the Financial Services Roundtable , a lobby organization in the financial sector. He is also a member of the Advisory Board of the Center for Strategic and International Studies .
