Animal protection referendum in Austria 2019

The animal welfare referendum in Austria 2019 is a referendum in Austria . It primarily calls for systemic improvements in the handling of animals used for agriculture . This should be done through more transparency in food , a reallocation of (European) funding , a link between public procurement and animal welfare criteria and a series of specific measures to adapt the existing animal protection laws, for example regarding animal transport . It strives for a real turnaround in agriculture and speaks out against merely combating symptoms.

The animal protection referendum is supported by a non-profit association and organized by volunteers. It is supported by numerous celebrities such as Dominic Thiem and Erni Mangold , by politicians such as Sarah Wiener and Werner Kogler , by entrepreneurs, civil society organizations such as the Austrian Students' Union and the Church .

It is also actively involved in climate protection initiatives , such as the initiative for climate-friendly agriculture , together with organizations such as Bio Austria and Greenpeace . The referendum also sees itself as a " pro-farmers initiative" and works closely with farmers' organizations, since, according to the initiators, sustainable and systemic change can only take place together with the farmers.

The official short description of the animal welfare referendum, which may contain a maximum of 500 characters for each referendum, is as follows:

“Animals are sentient beings. You are to be respected and protected by us. But millions of animals do not receive this protection and suffer immeasurable agony. We want to give them a strong voice in Austria. In order to end animal suffering and promote alternatives, we are demanding (constitutional) changes from the federal legislature. These should strengthen local farmers and have a positive effect on health, the environment and the climate and on the future of our children and grandchildren "

The animal protection referendum has five main demands on the legislature, which are divided into 14 demand points.

  1. For animal-friendly and sustainable agriculture

  5. A strong voice for the animals

history

The popular initiative was prepared by activist Sebastian Bohrn Mena together with experts from autumn 2018 and publicly announced in November 2018. In February 2019, the program was presented by the creators of the catalog of demands, and the collection of declarations of support began on May 7, 2019.

The animal welfare referendum was submitted to the Ministry of the Interior on May 6, 2019, and statements of support have been collected since then. In October 2019, an intermediate level of 50,000 signatures was reached, and declarations of support should be collected by the end of 2020. The registration week was originally planned for spring 2021, the popular initiative wanted to work on the political implementation of the demands until the end of 2022 at the latest. Due to the Corona crisis , however, the initiators saw themselves forced to shorten the schedule for referendums in March 2020.

On June 29, the collection of letters of support was completed, by then 207,000 signatures had been collected. The initiators assume that the registration week will be scheduled for the end of 2020 or the beginning of 2021.
