Sandline International was a private security and military company that offered mercenaries , war material and auxiliary workers for worldwide deployments in war or civil war regions for a fee .
The company was founded in 1995 by British ex-officers Tim Spicer and Simon Mann . Spicer was a former officer in the Scots Guards and spokesman for the UNPROFOR mission in Bosnia . Mann was an important protagonist of Executive Outcomes , Sandline was one of the many Executive Outcomes spin-offs and often hired Executive Outcomes as a subcontractor in his first ventures .
Sandline International hit the headlines in 1997 due to two failed operations. On the one hand, with the knowledge of parts of the British government, they had weapons from the British semi-state Royal Ordnance Ltd. to the one UN - embargo unsuccessful Sierra Leone delivered. On the other hand, they got caught up in the sandline affair in Papua New Guinea , a plot that not only made them hostages of the local army , but also led to the total loss of the material used there. Actually, it was about eliminating separatists in Bougainville and bringing a mine for raw materials export back under government control due to the increased prices. The government had signed a USD 36 million contract with Sandline. Shortly before the start of the operation, however, influential parts of the army took a different approach, arrested Spicer and his men, collected the tangible weapons technology and, after paying a ransom, expelled them from the country. However, Sandline was later able to force payment of the USD 36 million in international courts. On April 16, 2004, the company announced the cessation of its activities, citing that government support no longer existed.

Timothy Spicer was the General Manager of Aegis Defense Services until 2010 . Before that he founded the two companies Strategic Consulting International and Trident Maritime. Trident later became Hudson Trident Ltd. with Hudson Marine Management Services . merged.
