Todd D. Stern (born May 4, 1951 ) is an American administrative lawyer and the climate commissioner for the Obama administration .

Stern graduated from Dartmouth College in 1973 and completed the JD program at Harvard Law School .

Between 1993 and 1998, Stern was the US President's assistant and chief of staff. He is an expert on climate change and environmental issues. Stern was the negotiator on the Kyoto Protocol and in Buenos Aires (COP-4).

On January 26, 2009, US Secretary of State Hillary Clinton named Stern Special Envoy on Climate Change.
