Tomás José Ramón del Carmen de Herrera y Pérez Dávila (* 1804 in Panama ; † December 5, 1854 in Bogotá ) was a Panamanian general and statesman.

Herrera entered the military at the age of 18, quickly rose to lieutenant and fought in Peru against forces loyal to the king in the Battle of Junín and the Battle of Ayacucho . In 1828 he was sentenced to death for high treason ; the sentence was later commuted to two years' exile from Greater Colombia. In 1830 Herrera returned to Panama and joined the supporters of independence from Greater Colombia. This conflict ended in 1831, after which Herrera was promoted to commander in chief of the troops on the isthmus . On November 18, 1840, the Panamanians decided in favor of independence from Greater Colombia, after which Herrera became President of the Isthmus Free State . This independent state was recognized only by Costa Rica and the USA and was reunited with Greater Colombia 13 months after its creation.

In 1845 Herrera was appointed governor of Panama, in 1851 Minister of War and the Navy, and in 1854 he became President of the Republic of New Granada . On December 4, 1854, he was seriously injured in combat with rebels and succumbed to these injuries a little later.
