The Tomin First no Kai ( Japanese 都 民 フ ァ ー ス ト の 会 , German about "Association of Prefectural Citizens First", with "Prefecture" clearly referring to Tokyo, since Tōkyō is the only -to , the other 46 prefectures are -dō , -fu or -ken ) is a regional party in Tokyo Prefecture in Japan and is classified as right-wing populist by some political scientists . From a legal point of view, it is not a political party, but a “political grouping” .

history

On September 20, 2016, several members of the Prefectural Parliament formed a “political grouping” ( 政治 団 体 seiji dantai ) called “Tomin First” ( 都 民 フ ァ ー ス ト ) in support of Governor Yuriko Koike . Koike used the expression "Tomin First" as a motto in the 2016 Tokyo gubernatorial election. On October 30, 2016, Koike himself founded the Kibō no Juku ( 希望 の 塾 ; about "School of Hope") to recruit candidates for the 2017 Tokyo Prefectural Parliament election . On December 13, 2016, the "Tomin First no Kai Toshima" ( 都 民 フ ァ ー ス ト の 会 豊 島 区 議 団 Tomin First no Kai Toshima-ku-giden ) was founded in the district parliament of Toshima with five former LDP members .

The Tomin First no Kai was finally founded as a regional party on January 23, 2017 by the Prefectural MP Kazusa Noda ( 野 田 数 Noda Kazusa ). She achieved her first electoral success in the mayoral election of Chiyoda in February 2017, in which, with her support, Mayor Masami Ishikawa was clearly confirmed in office against a candidate supported by the LDP. The experienced LDP prefectural member of parliament for Chiyoda, the former general secretary of the LDP Tokyo Shigeru Uchida ( 内 田茂 Uchida Shigeru ), whom Koike had dubbed the "Don of the prefectural parliament" (Togikai no Don), then announced his withdrawal for the upcoming parliamentary election.

The next big election for the party was the 2017 Tokyo prefectural parliamentary election, in which it ran with 50 candidates. In March of that year, an electoral cooperation with the national coalition partner of the LDP, the Kōmeitō , was announced. In addition, one cooperated with the regional party Tōkyō Seikatsusha Network ( 東京 ・ 生活 者 ネ ッ ト ワ ー ク , about "Network of Tokyo Consumers"). Even before the 2017 election, Tomin First no Kai was able to win several MPs by converting them, which is why, as of May 10, 2017, it was represented by 5 MPs in the prefectural parliament and 4 MPs in the district parliament of Toshima. She presented her election promises on May 23, 2017. In addition to curbing Olympic costs, this included, for example, an expansion of the smoking ban or a reduction in the privileges of MPs in favor of the taxpayer. On June 1, 2017 Koike left the LDP and officially took over the chairmanship of Tomin First no Kai; the previous chairman Kazusa Noda was appointed general secretary. The election result of the prefectural parliamentary election turned out to be extremely successful with 49 won seats and the historically worst result for the LDP for Tomin First no Kai, so that this is now the strongest party in the prefectural parliament.

After winning the prefectural parliamentary elections in 2017, Koike resigned from the chair and became a "special adviser" (tokubetsu komon) in order to achieve a better separation between the prefectural administration and the party (and thus now the majority in parliament, which is supposed to control the executive) and to criticize the matter to avoid. Kazusa Noda took over the post of chairman again and was replaced by Hiroki Masuko as general secretary. On September 11, 2017, however, Noda resigned as chairman and was replaced by the previous Executive Council chairman Chiharu Araki , a former secretary of Koike. According to his own statements, Noda wants to be able to concentrate more extensively on his task as Koike's “special secretary” ( tokubetsu hisho ).
