Toshima ( Japanese 豊 島 区 , - ku ) is one of the 23 districts with city status in the east of the Japanese prefecture of Tokyo . It is located in the northwest of Tokyo and includes Ikebukuro, one of the three large “new” sub-centers (fuku-toshin) that emerged in the 20th century in the west of the city alongside Shinjuku and Shibuya .

The municipality reached a maximum resident population of 370,000 in 1965. The population has since fallen again. During the day, the commuter population reaches around 430,000.
It is located in the northwestern area of Tokyo and borders the cities of Nerima , Itabashi and Kita in the north and Shinjuku and Bunkyō in the south .
The Toshima district covers an area of 13 km² and is located on a temperate plateau with a height difference of 28 meters between its highest and lowest point. About 47% of this district is built up with housing, and 20% is used for trading companies and general areas.
Although Toshima is referred to as a municipality, the city administration is more like that of an autonomous city. The district offices are in Ikebukuro , which is also Toshima's commercial and entertainment center.
With a non-Japanese population of 15,516, or 6.2% of the total population, Toshima is one of the international districts in Tokyo.
history
The municipality was created on October 1, 1932 from the incorporation of the 4 Machi Sugamo ( 巣 鴨 町 , -machi ), Nishisugamo ( 西 巣 鴨 町 , -machi ), Takada ( 高田 町 , -machi ) and Nagasaki ( 長崎 町 , -machi ) im Kitatoshima-gun , incorporated into the rapidly expanding city of Tokyo in 1932 . Toshima developed from an agricultural suburb of the Edo period to today's commercial center.
The growth of Toshima was enhanced by the construction of various railway lines in the Meiji and Taishō periods .
The former village of Somei, now part of Toshima, is the place of origin of Somei Yoshino ( Prunus × yedoensis cv. Yedoensis ), a variety of the most popular sakura (cherry blossom tree ) in Japan . It was bred at the end of the Edo period.
The Ikebukuro district used to be the site of Sugamo Prison , where numerous convicts were executed.

politics
Former Prefectural MP Yukio Takano has been mayor of Toshima since 1999. He was last confirmed in the uniform regional elections in 2019 with a two-thirds majority against a CPY - LP- supported challenger and two other candidates for a sixth term. The 36 members of the district parliament were also elected in the uniform regional elections. LDP candidates won nine seats, the Kōmeitō seven, Tomin First six, the KPJ four, the KDP three, DVP and Net one each.
The prefecture Parliament Toshima elects three MPs at the last election in 2017 each one of Tomin First, Kōmeitō and JCP. Candidates from the two major parties, the LDP and DFP , came fourth and fifth.
Since 2017, Toshima has been divided into two constituencies in the national parliament. The larger western part with parts of Shinjuku, Nakano and Nerima belongs to the 10th constituency of Tokyo , which previously comprised the entire district. He was represented by Yuriko Koike until she ran for governor in 2016 . The following by-election won Masaru Wakasa for the LDP, which, however, later joined Koike's parties. But in the 2017 general election , Wakasa lost the newly tailored 10th constituency to Hayato Suzuki (LDP). The eastern part of the Toshima district has been part of the Tokyo 12 constituency since 2017 with the Kita-ku and parts of other districts, which Akihiro Ōta of the Kōmeitō has held with interruptions since 2003.
