Subdistrict
In various German party and association organizations, the term sub-district usually refers to the association structure above the lowest association level and below the state associations or the districts.
Sub-districts in the SPD
Within the structure of the Social Democratic Party of Germany (SPD) , the sub-districts form the second lowest level after the local associations . In city-states like Berlin and Hamburg, the subdistricts are called "districts". The Thuringian SPD describes the subdistricts as "district associations". As a rule, the layout of the SPD sub-districts corresponds to the layout of the respective local authorities :
- In urban districts there is usually an SPD sub-district, the layout of which corresponds to the urban area.
- In the case of rural districts , the sub-district often includes the municipalities belonging to the district.
Section 8 (1) of the SPD's organizational statute describes the sub-districts as an independent party structure and as a body for forming the political will of the party: “The SPD is divided into local associations, sub-districts and districts. In this structure, the party's political will is formed from bottom to top. ” The equivalent of the choice of words“ circle ”can be found in Section 8 * of the organizational statute of the Berlin Regional Association.
Further associations with sub-districts
- Especially the SPD affiliated organizations like the AWO or "SJD - Die Falken" also know the organization structure of the sub-district.
- The NPD , which is classified as right-wing extremist by the Federal Office for the Protection of the Constitution , also has sub-districts.
- The German Trade Union Federation (DGB) wanted to introduce with an announced in November 2008 structural reform, which should be completed by 2014, below the (national) district level subdistricts whose cut should be based on administrative regions and "comparable political subdivisions". At the DGB Federal Congress in 2010, a new statute was adopted without the sub-district level
