Víctor Joy Way

Víctor Dionicio Joy Way Rojas (born March 10, 1945 in Huánuco ) is a Peruvian politician . From January 3, 1999 to October 10, 1999, he was Prime Minister of Peru .

Life

After finishing school, Joy Way studied industrial engineering at the Universidad Nacional de Ingeniería (UNI) and then worked as an industrial engineer and manager. He completed postgraduate studies in development planning at the Escuela Superior de Administración Pública (ESAP) and economics at Williams College with a master's degree . He also studied applied management at the Graduated School of Business Administration at Harvard University .

On February 15, 1991, Joy Way took over the office of Minister for Industry, Foreign Trade, Tourism and Integration (Ministro de Industria, Comercio Exterior, Turismo e Integración) in the cabinet of Prime Minister Carlos Torres y Torres Lara and held this position in the following governments by Alfonso de los Heros and Oscar de la Puente Raygada until August 28, 1993. after President Alberto Fujimori to Peru Congress of the Republic for a text approved by the military coup had dissolved on April 5, 1992, he was in 1992 as a candidate of the Cambio 90 to Member of the Congress for the Constitution of Democracy (Congreso Constituyente Democrático) elected and belonged to this until 1995. In the elections of April 9, 1995, he was elected for Cambio 90 as a member of the Congress of the Republic and was initially its first vice-president, before he was first president of the congress on July 26, 1996 as the successor to Martha Chavez . He held this post as President of Parliament until his replacement by Carlos Torres y Torres Lara on July 26, 1997. He was then again chairman of the Foreign Affairs Committee and the Economic Committee (Comisión de Economía) . A year later, on July 26, 1998, he succeeded Torres y Torres Lara again as President of the Congress and remained in this position until January 3, 1999, when Ricardo Marcenaro succeeded him.

Joy Way was subsequently appointed by President Fujimori to succeed Alberto Pandolfi Arbulú as Prime Minister (Presidente del Consejo de Ministros) on January 3, 1999 and held this office until he was replaced by Alberto Bustamante Belaunde on October 10, 1999. In his cabinet he also held the office of Minister for Economy and Finance (Ministro de Economía y Finanzas) .

On September 5, 2001, Joy Way was arrested and his property was confiscated. In February 2005 he was sentenced to eight years' imprisonment and a fine of ten million Nuevo Sol for illegal enrichment and tax evasion . In September 2008, he was released early from prison after seven years. In 2016, he was acquitted on charges of money laundering , as these acts were not punishable at the time of the on-site visit between 1999 and 2001.
