Velkua [ ˈvɛlkuɑ ] is a former municipality in the archipelago off the coast of south-western Finland. It was incorporated into the city of Naantali in 2009 .

The former municipality of Velkua comprises around 300 skerries and cliffs. The islands of Kalsaari, Lailuoto, Munnimaa, Palva, Salavainen, Talosmeri, Teersalo and Velkuanmaa are inhabited all year round. The main town of Velkuas is called Teersalo and is about 20 kilometers west of Naantali as the crow flies. Other villages in the area of ​​the former municipality are Haukka, Kalsor, Kettumaa, Krööpilä, Palva, Pohjakylä, Salavainen, and Tiurla. Excluding the marine areas, the municipality of Velkua had an area of ​​31.99 km². With its last 264 inhabitants, Velkua was one of the smallest Finnish municipalities at the time of its communal independence.

The area of ​​Velkua originally belonged to the parish of Taivassalo . In 1793 the wooden church of Velkua, consecrated to St. Heinrich , was completed and Velkua received the status of a chapel parish . In 1808, during the Third Russo-Swedish War , there was a sea battle off Velkua. Russian troops landed on Velkua and looted the church. In the course of the separation of the administration of the rural parishes from the church administration, the political municipality of Velkua was created in 1863. At the beginning of 2009 Velkua was incorporated together with Rymättylä and Merimasku into the town of Naantali on the mainland.
