The transport company North-East Lower Saxony mbH (VNO) is a planning company for transport in Stade . As a management company, it also advises the municipal authorities (districts) on all issues relating to public transport. Together with the districts, it works out the local transport plans. In addition, it coordinates the transport services in the region together with the transport companies.

In addition, the VNO has taken on the management of shared taxi services for several municipalities.

Together with the Hamburger Verkehrsverbund (HVV) , a customer-friendly transitional tariff was created for the districts of Harburg, Lüneburg and Stade.

The managing director of VNO is currently Dietmar Opalka.
