Vital Martins Moreira (born November 8, 1944 in Vilarinho do Bairro ) is a Portuguese lawyer, university professor and politician ( PCP , PS ). He is currently a member of the European Parliament .

Moreira studied and earned his doctorate in law at the University of Coimbra , where he is also an associate professor. Among other things, he heads the Centro de Direitos Humanos (Center for Human Rights) and the Centro de Estudos de Direito Público e Regulação (Center for Studies in Public Law and Regulation) at the Faculty of Law.

After the Carnation Revolution in 1974 Moreira became a member of the Partido Comunista Português , for which he was elected to the Portuguese Constituent Assembly; thereafter he was a member of the Portuguese parliament until 1983 . From 1983 to 1989 Moreira was a judge at the Portuguese Constitutional Court .

In 1987, Moreira and other party members presented proposals for a programmatic renewal of the PCP, which, however, were unsuccessful in the party. After Zita Seabra , the best-known representative of the PCP dissidents, was expelled from the party, Moreira resigned in 1990. In 1995 he was re-elected to the Portuguese parliament as an independent on the list of the Partido Socialista .

In the European elections in Portugal in 2009 , Moreira ran as the top candidate for the PS and, as expected, entered the European Parliament . Here he is a member of the social democratic group S&D and chairman of the committee on international trade .

Moreira is the author of numerous books on constitutional, but also economic and other political issues. He regularly publishes columns, including in the Público newspaper .
