Volker Lüdemann

Volker Lüdemann (born May 4, 1966 in Hagen ) is a German lawyer and university professor . He is the scientific director of the Lower Saxony Data Protection Center (NDZ) at the Osnabrück University of Applied Sciences . He specializes in legal and ethical issues related to digitization . The focus is on autonomous driving , connected cars , smart homes and e-health .

Life

Lüdemann studied, following an apprenticeship as a bank clerk (1985–1988) at Deutsche Bank and an interpreting course in Russian at the Federal Language Office in Hürth (1988–1990), from 1990 to 1995 law and economics at the Ruprecht-Karls-Universität Heidelberg and the University of Osnabrück . In 1993 he received the prize for outstanding academic achievements from the University of Osnabrück and in 1994 was accepted into the German National Academic Foundation . In 1995 Lüdemann passed the first state examination in law. From 1996 to 1997 he was a research assistant at the Institute for European Legal History at the University of Osnabrück. With the support of the Zeit Foundation , he spent several research stays in the Russian Federation, including at the Institute for Legislation of the President of the Russian Federation. From 1997 to 1999 Lüdemann completed his legal clerkship at the Higher Regional Court of Braunschweig and passed the second state examination in 1999. In 2000 he received his doctorate from the University of Osnabrück with a thesis on "The law of the stock corporation in Russia".

From 1999 to 2002 Lüdemann was an in-house lawyer in the legal department of Volkswagen Bank GmbH, then in-house lawyer in the general secretariat of Volkswagen Financial Services AG. In 2003 he was appointed managing director of Volkswagen Group Finanz, Moscow, and in 2005 managing director of Volkswagen Versicherungsdienst GmbH, Vienna. In 2008 he was accepted into the upper management of Volkswagen Financial Services AG and, as an authorized signatory, took over the management of the claims division of Volkswagen Versicherungsdienst GmbH, Germany.

In 2009 Lüdemann was offered the professorship for commercial and competition law at the Osnabrück University of Applied Sciences. He has been the scientific director of the Energy Law Research Center (fee) at the Osnabrück University of Applied Sciences since 2012 and in 2015 also took on the position of scientific director of the Lower Saxony Data Protection Center (NDZ). In addition, he is a member of several ethics committees and the supervisory board of the municipal theaters of Osnabrück. As an external data protection officer , he also works for well-known private companies and corporations under public law.

Lüdemann was an expert in the federal government's legislative process on networked and automated driving in 2017 (Bundestag printed matter 18/11300).

Research areas

Lüdemann's main research area is the law of digitization. The focus is on autonomous driving, connected cars, smart homes and eHealth. Lüdemann is the spokesperson for the Net Future Lower Saxony research project, which is funded by the State of Lower Saxony and the Volkswagen Foundation. He is also scientific director for the areas of data protection and law in the research projects EOS - energy storage solutions in the Osnabrück - Steinfurt region (funded by the state of Lower Saxony and the Volkswagen Foundation) and CityGrid (internal research focus of the Osnabrück University of Applied Sciences).
